We know that the Revenue for 1894 was only estimated to just cover Expenditure, & I pointed out in my memo that it was very unlikely that there would not be a deficit; since the Plague has happened which can hardly have improved the financial outlook! The new Water works & Campingsthan Retrenchment Comm. has preferred more economies; but until we see the 1895 Estimates we cannot know what the Opium Farm has let for, or have any opinion as to whether the finances can bear the burden of the compensation allowance required by the balance of the Loan.
However the Sec. of State has pledged himself to do something. I think we had better put the vote before the Council, but that the Officials should not vote on the question.
And as I think we had better adopt the alternative which has finally been adopted at the Straits, (to sake of uniformity) viz. 3/- compensation allowance leaving 4/- for leave has been proposed. [This must be embodied in the final draft if approved]
I think it would be safe to do what is done in Ceylon, it is clear that the compensation allowance is a special vote to be subject to revision year by year. It is desirable to treat Hong Kong uniformly with the Straits.
I do not think the rise in salaries in Hong Kong some years back more than counterbalanced the various rises given to the Straits.
